Peter Mandelson, Baron Mandelson (born 21 October 1953), is a senior British Labour politician who served as Member of Parliament for Hartlepool, European Commissioner for Trade (2004–2008), and Secretary of State for Business, Innovation and Skills (2008–2010). The Epstein archive reveals one of the deepest, most sustained, and most consequential relationships of any political figure in the collection: 6,277 emails across 4,389 threads, spanning from at least 2002 to November 2016 — years after Epstein's 2008 conviction for soliciting prostitution involving a minor.
The correspondence is explosive on multiple fronts. While serving as Secretary of State, Mandelson asked Epstein what type of "bold moves" were being offered — "Policy, social or sexual?" — and Epstein replied "all." When shown a news article about Epstein's child sex crimes, Mandelson called it "the tip of an iceberg" and asked about "careful planning" to manage the disclosure. Epstein brokered access to Mandelson from Gulf state officials on a major infrastructure deal, channelling official correspondence through personal email. Mandelson shared live intelligence from the 2010 UK coalition negotiations with Epstein, and Epstein edited Labour Party election strategy documents. Epstein managed Mandelson's personal finances, post-government career negotiations, and even his intimate relationship with long-term partner Reinaldo Avila da Silva — providing Reinaldo with housing and career support. Mandelson visited Epstein's private island with Reinaldo (confirmed by island staff), attended post-conviction dinner parties at the New York mansion alongside Ehud Barak, Woody Allen, and Jes Staley, and expressed love and support during Epstein's sentencing while serving as EU Trade Commissioner.
Background#
Peter Benjamin Mandelson was born on 21 October 1953 in London. He became Labour MP for Hartlepool in 1992 and was a key architect of the "New Labour" project under Tony Blair. He served as Secretary of State for Trade and Industry (1998) and Secretary of State for Northern Ireland (1999–2001), being forced to resign from cabinet twice — over an undisclosed home loan and the Hinduja passport affair. He was appointed European Commissioner for Trade in 2004, serving until 2008, when Gordon Brown brought him back into government as Secretary of State for Business, Innovation and Skills and elevated him to the House of Lords as Baron Mandelson. After leaving government in 2010, he founded Global Counsel, a political consultancy. He is openly gay and in a long-term relationship with Reinaldo Avila da Silva. (Wikipedia)
Correspondence with Epstein#
"Policy, Social or Sexual?"
On 20 July 2009, while Mandelson was serving as Secretary of State for Business — one of the most powerful positions in the British cabinet — Epstein emailed him with the subject line: "bold moves „ needed for september. you have nothing to lose .." Mandelson responded: "In what areas..? Policy, social or sexual?" Epstein replied: "all plus educational. financial, -you have nothing to lose„ it makes you even more powerful." (July 2009 email)
Mandelson then stated he was "bringing forward Univs policy beginning of Oct" — suggesting that Epstein's "bold moves" recommendation directly fed into government policy-making. The exchange demonstrates that Epstein explicitly offered services or advice in "sexual" domains alongside "policy" and "educational" ones to a sitting Cabinet Minister, and that Mandelson treated this as unremarkable.
In a separate exchange on 29 November 2009, Epstein wrote: "are you sure the backpressure from you lack of sex. is not turning your brain into fois gras." Mandelson confirmed: "Yup." (November 2009 exchange) The crude intimacy about Mandelson's sex life indicates the extraordinary personal depth of the relationship.
"Tip of an Iceberg" — Awareness of Epstein's Crimes
On 7–8 November 2009, Epstein forwarded Mandelson a Google Alert about the Scott Rothstein/Jeffrey Epstein story, which described Rothstein as "representing numerous underaged girls who had sex with Palm Beach billionaire and convicted child sex offender Jeffrey Epstein." Mandelson's response: "This is interesting but, as the tip of an iceberg, revealing the rest needs careful planning. What is the plan?" Epstein replied: "no plan yet..Like you, unfortunately it is up to me." (November 2009 Google Alert thread)
Mandelson's characterization of public reporting about child sex offenses as "the tip of an iceberg" implies knowledge of substantially more damaging information beneath the surface. His question about "careful planning" for "revealing the rest" suggests active engagement with managing the fallout.
Blackmail, Taxes, and Strategic Planning
On 22 January 2010, with Mandelson still in government, Epstein wrote: "no, it was due to your tax, alone. and the worry of future blackmails. - however, now with obamas frontal attack, I think they should postpone the announcement. I would like to think how YOU can use this to your advantage. does he cancel and then have you resurrect the relationship.. careful planning req." This was in the context of JPMorgan potentially cancelling its new London building project. (January 2010 exchange)
The reference to Mandelson's "tax" issues and "the worry of future blackmails" — combined with Epstein's offer to help Mandelson "use this to your advantage" — paints a picture of a relationship in which Epstein held leverage while simultaneously offering strategic protection.
Access-Brokering While in Government
In November 2009, Sultan Ahmed Bin Sulayem, Chairman of DP World, sent a formal letter to Mandelson about the London Gateway Port project — a major infrastructure deal involving £672 million in debt funding and requests for UK government guarantees — via Jeffrey Epstein. The Sultan wrote to Epstein: "Dear Jeffrey I am sending this to Peter in the next 20 mnts." Epstein then edited the routing, instructing: "sultan, send it to his personal email,. do not give it to anyone else" — directing official government correspondence away from government channels. (Sultan's letter to Epstein; Epstein's routing instruction)
A convicted sex offender was thus serving as intermediary between a Gulf state infrastructure company seeking hundreds of millions in government support and the UK Secretary of State for Business, deliberately circumventing official channels.
Epstein as Policy Adviser
On 13 June 2009, while Mandelson was Secretary of State, Epstein provided substantive economic policy advice: "i think you should use the reinvestment idea, in a link with the universities... I would add to nicks note, that we should not only look at real assets that the gov't shouldn't be holding, but the INTELLECTUAL assets, that are not being exploited." Mandelson engaged substantively, asking: "Intellectual property that needs to be commercialised?" (June 2009 policy exchange)
On 1 November 2009, Epstein warned Mandelson about UK finances: "i;m looking at the uk numbers and it appears you guys are almost bankrupt." Mandelson replied: "Sounds to me that I have to take my limited savings offshore asap.." Epstein recommended a JP Morgan account in euros. (November 2009 financial exchange)
Real-Time Coalition Intelligence
On 8 May 2010 — the day of the UK's most sensitive coalition negotiations in a generation — Mandelson texted Epstein live updates: "All day first with GB then with Libs. They are all pretty bonkers..." Epstein replied with strategic advice: "why not let tones govern with minority, no coalition cant get anything done.. - finish your book, enjoy your summer. then in sept decide labor, eurpoe china etc." (May 2010 coalition intelligence)
A senior cabinet minister was sharing real-time intelligence from negotiations to form the British government with a convicted sex offender in New York.
Labour Party Election Strategy
On 20 December 2009, Epstein sent Mandelson a comprehensive Labour Party election strategy document titled "EDITS," beginning: "THE STRATEGY YOU HAVE SAID YOU WANT IS ONE THAT MOVES FROM REFERENDUM TO CHOICE." The document was a detailed analysis of Labour's electoral positioning, messaging weaknesses, and strategic recommendations for the 2010 general election — suggesting Epstein was either authoring or editing the governing party's campaign strategy. (December 2009 strategy document)
Gordon Brown Leadership Crisis
On 29 November 2009, Epstein was deeply embedded in Mandelson's strategic thinking about Gordon Brown's leadership. Epstein opened: "I never mention you to Landon.. keep it that way." Mandelson asked: "Did you read Charles Moore in yesterday D Telegraph?" as they discussed the possibility of a leadership challenge. Epstein advised: "not iniate„tell gb you see the winds blowing and you are loyal, first second and third." Mandelson warned: "He will immed push panic button - highly sensitised to movement of my eyebrow." Epstein countered: "if he is, he already knows.. and would be more worried that you are not being candid." Mandelson agreed: "Reasonable point, that's why I have to be v careful." When asked what Tony Blair thought, Mandelson replied: "Talking to him tonight but he has said I sd facilitate not initiate." (November 2009 Brown crisis thread)
Post-Government Career Management
After leaving government in 2010, Epstein managed Mandelson's transition to the private sector with the intimacy of a career agent. On 11 July 2010, Mandelson shared detailed competing offers from Deutsche Bank and Kleinwort, including specific financial terms. Epstein instructed: "db s offer was 1 million but with a 4-10 million total.. DO NOT CONFIDE other offers with Tim.." and "it is only in the begining, do not let others know, you will take away all our negotiatoin posture." (July 2010 career negotiations)
Days earlier, Mandelson reported: "Seeing Glen at 5 30 my time. Just had lunch with RBS ceo. He says I should not worry too much about putting a little distance between govt and what I do next. I need to be sanitised!" (5 July 2010) He also forwarded to Epstein a message from Jes Staley, then CEO of JP Morgan's Investment Bank, writing: "Nice guy, jes. I am getting very anxious about how I am going to earn my living from August 13!" (13 July 2010)
On 24 June 2010, Mandelson reported: "Just had three hour dinner with Lee Kuan Yew. He is prepared to help me in China. Thinks that I need a 'perch', a bank." Epstein was the first person Mandelson informed of these strategic conversations.
Mandelson also forwarded to Epstein a detailed business critique of Global Counsel from adviser James Palumbo (via Benjamin Wegg-Prosser), including specific fee levels (£200,000–£400,000), client lists, and strategic vulnerabilities — with the comment "Good stuff." (January 2011 business intelligence)
Reinaldo — Relationship Management as Leverage
Epstein's involvement in Mandelson's intimate relationship with Reinaldo Avila da Silva went far beyond casual friendship:
-
Housing: In November 2011, Epstein forwarded Mandelson's request to his staff: "reinaldao needs an apt for a few days„ peters boyfriend, please organize." (November 2011)
-
Career support: In November 2009, Epstein wrote: "I can deal iwth Rinaldo.. Since we have supported his dream of osteopath, against all our wishes, only because we love him and think he is cut out to do certain things." The use of "we" implies Epstein and Mandelson jointly managed Reinaldo's life choices. (November 2009)
-
Relationship advice: In November 2016, Epstein wrote: "you were right about staying away from andrew. I was right in your staying with rinaldo." Mandelson replied: "Yes, without Andrew it would not have gone nuclear. Did you advise me to stay with R? Such a handful but loyal and never embarrassing." Epstein took credit for the stability of Mandelson's intimate partnership — a pattern consistent with cultivating deep personal dependency. (November 2016 exchange; DOJ copy)
Support During Epstein's Prosecution and Sentencing
In May 2006, while EU Trade Commissioner, Mandelson wrote to Epstein: "I am following you closely and here whenever you need." Epstein responded with details of his criminal defense, including: "the prosecutors office, has been deluged with publicity on Rush limbaugh... we have a call into the lesbian, who has yet to return it this week... I took a polygraph, and of course passed with flying colrs." (May 2006 prosecution updates)
On 24 June 2008, when Epstein informed him "bad news 18 months starting monday," Mandelson — writing from his official European Commission email — replied: "I think the world of you and I feel hopeless and furious about what has happened. I can still barely understand it. It just could not happen in Britain... Your friends stay with you and love you." (June 2008 sentencing exchange)
One of Europe's most powerful trade officials was expressing love and fury on behalf of a man who had just been sentenced for soliciting prostitution from a minor.
Ghislaine Maxwell as Intermediary
Ghislaine Maxwell played a central role in the early years of the relationship, serving as emotional support and political fixer for Mandelson.
In September 2002, Mandelson wrote to Maxwell and Epstein: "I feel so low that I can hardly communicate... Missing you. Love P." Maxwell replied: "Pete, what is wrong, I am here for you. Call me - Clinton sd he will do what you want at the conference." (September 2002 emotional exchange) In a single message, Maxwell provided emotional comfort and brokered access to Bill Clinton.
In June 2002, Maxwell told Mandelson: "You spoiled Jeffrey's lunch. Pete I have warned you about that before. Behave or you will be punished like the bad boy you are." Mandelson responded: "I love disgusting. That's why I am wild and dangerous, and twice fallen...." (June 2002 exchange)
When Mandelson complained "I am feeling starved of contact," Maxwell replied: "Pete, think of it this way, every time you do not hear from me it means that I am busy working to keep you to the style you have become accustomed to." (June 2002) The implication that Maxwell was actively working to maintain Mandelson's lifestyle is striking.
Maxwell also coordinated political visits: "I wanted to let you know that JE and are will be in Europe coming w/Clinton that week of the 1st Oct and we would love to..." (Maxwell–Clinton coordination)
Russian Oligarch Introductions
Epstein's assistant emailed using Mandelson's name as a credential: "I was given your email by Peter Mandelson. I'm writing to see what the possibilities are of Jeffrey and Oleg to meet in Moscow next week." Mandelson facilitated introductions for Epstein to Russian oligarchs. (November 2010 Moscow meeting)
When Mandelson mentioned being recruited for a "Li Ka Shing deal" in January 2011, Epstein warned: "he is also trying to involve sultan, no one i know knows him„ I fear he is a fake" — acting as Mandelson's intelligence broker on business counterparties. (January 2011)
Concealment and Media Management
In March 2011, Epstein forwarded Mandelson the Vicky Ward article "Jeffrey and Ghislaine: Notes on New York's Oddest Alliance," which described Maxwell as "alleged procurer" and reported women "coming forward with allegations that he molested them when they were under-age." (March 2011) Epstein kept Mandelson aware of media coverage about his crimes.
In their last documented exchange in November 2016, Epstein advised Mandelson on self-protection: "peter, in your disclaimer at the bottom of your emails you should add, copyright - all rights reserved. this makes it problematic for a newspaper to print without consent." (November 2016 copyright advice) This suggests both men anticipated their correspondence might become public.
Epstein also concealed the relationship from certain parties. In May 2010, he asked Mandelson: "nat's sister doesn't know about me, does she?" In the same thread, Epstein relayed political intelligence: "He then told the person, in the next breath that Peter Mandelson would not be getting any favors from this govt." (May 2010)
Visits to Epstein Properties#
Little St. James Island
In October 2005, while EU Trade Commissioner, Mandelson wrote to Epstein: "When are you going to the island at Xmas? I am having trouble getting air tickets to st barts and was wondering about going via US, NY or Miami... What are your plans and do I fit in to them?" Epstein offered: "all dec,,, I can pay for your tickets if needed." (October 2005)
The visit was independently confirmed by the island's managers. Cathy Alexander, who ran Little St. James from 1999 to 2007 with her husband Miles, told the Daily Mail: "Peter Mandelson holidayed there with his long-term boyfriend Reinaldo, who suffered sunburn and whined about it 'like a baby'." (Daily Mail article, March 2011)
New York Residence
Lesley Groff's schedule for 3 March 2010 includes "1:30 Peter Mandelson" among appointments at Epstein's Manhattan townhouse. (March 2010 schedule)
Epstein's schedule for late May 2012 lists "Peter Mandelson in NY around May 26th-30th" alongside dinners with Sultan and meetings with Boris Nikolic. (May 2012 schedule)
On 4 April 2013, Mandelson attended an intimate dinner at Epstein's residence with Woody Allen, Soon-Yi Previn, Ehud Barak, Jes Staley, and Mort Zuckerman. Groff confirmed to household staff: "Woody Allen, Soon Yi, Ehud Barak, Peter Mandelson, Jes Staley, mort Zuckerman (who wants to bring a date) are all confirmed." (April 2013 dinner) This post-conviction gathering included a former Israeli PM accused by Epstein victims of sexual abuse.
New Mexico Ranch
In June 2007, when Mandelson asked which country Epstein was in, Epstein replied with: "ranch 505 832 0690" — a New Mexico area code, indicating he was at the Zorro Ranch and providing Mandelson with the direct number. (June 2007)
In March 2010, Epstein wrote: "On ny wat to island." Mandelson replied about Beijing plans, and Epstein cautioned: "Good, don't take risks. The opportunity is too great." (March 2010)
