Background
Sultan Ahmed bin Sulayem was born in 1955 in Dubai, then part of the Trucial States, according to Wikipedia. He earned a BSc in Economics from Temple University and received an honorary doctorate from Middlesex University Dubai in 2008. His brother is Mohammed Ben Sulayem, president of the Fédération Internationale de l'Automobile.
DP World reports that Bin Sulayem began his career in Dubai's port sector in the mid-1980s and spearheaded the development of Jebel Ali Port into a major deep-water shipping hub. He became Group Chairman and CEO of DP World in February 2016, after serving as chairman since 2007. Under his leadership, DP World acquired British port operator Peninsular & Oriental Steam Navigation for $6.9 billion in 2006, making DP World the world's third-largest port operator by 2010.

Following these disclosures, Republic, an anti-monarchy campaign group, filed a complaint with the UK Charity Commission regarding DP World's status as a founding partner of Prince William's Earthshot Prize.

Bin Sulayem responded asking for departure details: "Can I call you now and at which number", and later wrote: "Can you give me an idea on which date and time of our departure to your island I just want to orginize some meetings in New York".
In July 2012, Epstein asked Bin Sulayem: "Can you come to island ?" when coordinating travel plans. The correspondence shows Bin Sulayem's continued interest in visiting Epstein's properties. According to reporting by Jacobin, the emails document that "Sulayem often wrote to Epstein asking the sex offender if he could visit his island."
Confirmed visit - June 2013: Bin Sulayem wrote on June 26, 2013: "Dear Jeffery, I really had a very nice time at your island. thank you for suggesting your plane I like the idea, jim will coordinate with your pilot on a suitable time to see the plane and get familiar with everything I also discussed internally with my people, if everything goes well with jim report we can formalise with you a six month trial in sept and may be when we come back from Africa we keep the plane and you go back on emirates." This confirms a completed visit to Little St. James and reveals discussions about Bin Sulayem potentially leasing or acquiring Epstein's aircraft for a six-month trial period.
Additional planned visits: In May-June 2016, Bin Sulayem wrote: "I will try to see you after 8 of June if you are at island", and Epstein replied on June 9: "fyi, i am on island, if you over fly and want to say hi". In August 2016, Epstein invited both Bin Sulayem and Deepak Chopra to "visit me at the ranch", referring to his Zorro Ranch property in New Mexico.
Confirmed visit - December 2-3, 2016: In November 2016, Bin Sulayem's detailed schedule showed he planned to meet Joi Ito in Montreal/Boston on November 30, then visit Epstein's island before flying to Lima, Peru to meet with prime ministers. On November 12, 2016, Epstein asked: "dates you might come to island?" On November 14, Bin Sulayem replied: "Is it possible to be at island on Friday 2nd of December evening so I stay 3rd and leave 4th to Peru".
The dates shifted, and on December 1, Bin Sulayem wrote: "Why don't we fly Saturday evening to island", then corrected himself: "Sorry I meant why don't we fly Friday to island". On December 2, Bin Sulayem confirmed: "I decided to fly to St Thomas this afternoon." Epstein responded: "would you and your girl like to be brought to the island tonite. you will have to go by car and boat as heli pilot is with me. ? i willl need details tail number etc."
On December 3 at 11:41 AM, Epstein wrote: "I came in late last night, how many people will stay on the island with you.? do you want you and friend in the same or different room? I can either send a car for luggage. or just pick you up directly on the beach, climb into the boat what ever you prefer. I am very glad you are here". At 12:13 PM, Epstein wrote: "as your friend does not appear to be in as good shape as you and your girl I will instead send a car to pick you up outside your hotel at 10 am. and take you to my island." This confirms Bin Sulayem visited Little St. James with an unidentified woman ("your girl") and an unidentified male companion ("your friend"), with Epstein making sleeping arrangements and coordinating car and boat transportation. This visit occurred in December 2016, eight years after Epstein's 2008 conviction.
Post-hurricane collaboration: After Hurricane Irma devastated the U.S. Virgin Islands in September 2017, Epstein asked Bin Sulayem to help "brainstorm on rebuilding of my islands...complicated by st thomas and st john destroyed, no hospitals etc." Bin Sulayem responded with extensive assistance: "I have all engineers resources to fix your Island to be hurricane proof. My right hand man who worked with me on all the island is a uae national an engineer he is ready". In June 2017, a more extensive arrangement unfolded involving spa training at Rixos Hotels in Turkey. Bin Sulayem forwarded Epstein an email from a woman identified as "Lina" with a Russian passport, describing her as working "as the personal masseuse at the private Spa of our friend Jeffery Epstien". Bin Sulayem wrote to Fettah Tamince, chairman of Rixos Hotels: "I would appreciate if you can arrange for her to work as a trainee at Rixos Antalia spa so she gains better experience".
Epstein described the same woman differently, telling Fettah Tamince: "lina is my chief PA. I appreciate all the help. 1. how long a period should we plan? few weeks. 2 I will pay all acommadations costs etc. 3. should she bring another assitant with her. she will be teaching the others after she learns." This reveals contradictory descriptions: Bin Sulayem called her Epstein's "personal masseuse," while Epstein called her "my chief PA." Epstein subsequently corresponded with Sebla Soydan at Rixos Hotels about the training arrangements, asking: "is it ok if she has her assosciate accompny her so they both can learn from your magnificnet resort"—requesting to send a second woman along with Lina. Rixos management requested Lina's CV and contact information to "find out the needs and her current level as a masseuse."
In April 2017, Bin Sulayem sent his architect Michal Hrabovsky to Epstein's Paris apartment at "22 Avenue Foch Apt.2DD" to "meet you regarding the design of your spa at your island". This reveals Bin Sulayem was actively helping design spa facilities for Epstein's Little St. James island, creating a pattern: spa design assistance, masseuse training facilitation, and subsequent hotel employment placement.
In August 2018, Bin Sulayem forwarded Epstein a woman's CV, and Epstein asked: "can we find a position for her in any dubai hotel.?". Bin Sulayem then contacted Jean-Francois Laurent, General Manager of Anantara The Palm Dubai Resort, explaining the woman "has been referred by a business partner" and requesting employment consideration. The hotel manager responded that they would "do our utmost to find a suitable position" despite her limited hospitality experience.
Financial and Business Matters
In July 2010, amid Dubai World's financial difficulties following the 2008 global financial crisis, Bin Sulayem contacted Epstein seeking urgent financing. He wrote: "Further to our conversation, I checked with my finance department and they advise me that an immediate cash injection of 125 million US $ as a bridge loan will enable us to prevent a standstill of the projects. This can be setoff against the purchase consideration once the deals are finalized and in the interim can be treated as a bridge loan." The subject line "My hotels construction" indicates these were Bin Sulayem's personal hotel projects rather than Dubai World corporate matters.
Epstein forwarded the request to David Mitchell of Mitchell Holdings LLC on July 3, 2010, noting: "the bridge is difficult to collaterilze, as there is debt already in place". Mitchell replied: "Almost impossible as a bridge unless there is real collateral. Are there other assets such as interests in hedge funds or restricted shares that one can look at." No evidence in the archive indicates Epstein ultimately provided the $125 million financing.
During this period, Bin Sulayem kept Epstein informed about Dubai's economic recovery. In November 2009, he forwarded Epstein a lengthy article titled "Road to Recovery, Part I" about Dubai's financial situation and its $80 billion-plus debt load. In February 2010, Bin Sulayem forwarded an article about World Islands plot prices rising 50%, apparently seeking to reassure Epstein about Dubai real estate investments.
Hyatt Hotels management contract: In May 2012, Bin Sulayem sought Epstein's help securing a Hyatt management contract for his Royal Amwaj hotel. He wrote on May 7: "I have been inviting hotels to give a management proposal for my hotel ex Marriott Hyatt, Starwood, Hilton etc but i prefer Hyatt. I need your help, Hyatt have already visited my hotel, can you please speak to Tom Pritzker to put a good word for me." Two days later, he reiterated: "Hyatt hotels have been to my hotel and I am expecting a management contract from them soon, can you ask Tom Pritzker to put a good word so I can finalize soon I prefer Hyatt over Marriott, intercom or Starwood". Tom Pritzker, chairman of Hyatt Hotels, responded to Epstein: "Thanks. I will check on progress. Would love to work w Sultan." This occurred on May 9, 2012, the same evening Epstein confirmed dining with both Bin Sulayem and Woody Allen following Bin Sulayem's Maritime Hall of Fame honors ceremony.
Technology investment fund: The correspondence shows Epstein facilitating business connections for Bin Sulayem. In June 2018, Epstein wrote about Joi Ito organizing a technology investment fund: "joi is organizing a fund with the tech boys total 50 m. I asked him if dubai world was in. and he said he hadnt suggested it to you? its the top tech guys". Epstein described it as providing "access to the best of all tech".
Distressed asset fund proposal: In November 2018, Bin Sulayem sought Epstein's advice on a proposal from Andrew Farkas to establish a distressed asset rescue fund. Farkas proposed "IGRCI"—a $250-500 million equity fund "to invest in various primarily distressed opportunities in the GCC" including "real estate developments and/or distressed assets, structured financial instruments, corporate credit, NPL's". The fund would be sponsored by Island Capital (75%) and an affiliate of Marty Edelman of Paul Hastings (25%). Farkas wanted Bin Sulayem to "serve on the board of the US based parent company and to be the Leadership Partner in Dubai", with Leadership Partners receiving 15% ownership of their regional affiliate.
Bin Sulayem wrote to Epstein: "I read his proposal many times but still I am not familiar about what he exactly wants to do... I am concerned that I might be put in an embarrassing situation because of Andrew style of doing Buisnes". Epstein responded: "he wants to buy distressed assets and get the help of locals to point him in the right direction. and cut them in on the action".
U.S. Virgin Islands port business: In September 2014, Epstein pitched Bin Sulayem on a port business opportunity in the U.S. Virgin Islands: "US port not subject to the jones act...I think I could also get us federal funds to help build...they came to me to invest. not knowing about you at all." This proposal would have directly leveraged Bin Sulayem's expertise in port development while benefiting from the USVI's exemption from federal shipping restrictions.
23andMe DNA Testing Kits
In May 2017, a 23andMe customer service representative contacted Bin Sulayem about his order of 30 ancestry DNA testing kits, stating their "shipment warehouse specially reviews large orders for compliance" and requesting information about the intended use. Lesley Groff, Epstein's assistant, intervened to facilitate the order, explaining Bin Sulayem "would like to give them to his co-workers".
The full correspondence reveals the kits were originally ordered May 20-21, 2017, but the PayPal payment failed. Bin Sulayem wanted the Ancestry Service at $99 per kit, but a new order was mistakenly placed for Health + Ancestry kits at $199 each. Groff noted: "Sultan said he really only wanted ancestry at $99 per kit" and "I had them loaded on a Emirates plane and flown to Dubai upon the arrival of the kits".
The kits were ordered in Bin Sulayem's name but billed to "James Miller"—Bin Sulayem's actual personal assistant James N. Miller, not an alias—and shipped to Epstein's Manhattan townhouse at 9 East 71st Street, according to the order confirmation. After payment complications arose because Bin Sulayem's UAE credit card country wasn't available in the dropdown menu, the order was placed using Epstein's American Express card. Groff wrote: "Jeffrey is aware and says you can wire the money to him". The 30 kits, totaling $6,084.95, were shipped via Emirates Airlines to Dubai in June 2017, according to tracking correspondence.
Simultaneously, in May 2017, Karyna Shuliak (Epstein's girlfriend) was registering a separate 23andMe kit for someone named "Jabor" using Lesley Groff's email, with the password "Jabor23andme." This "Jabor" may be connected to Epstein's October 2018 reference to "jabor doha" in an email to Steve Bannon describing Bin Sulayem as "GREAT GREAT FRIEND dubai", suggesting "Jabor" is a separate individual from Doha, Qatar.
The $6,200 reciprocal payment between Bin Sulayem and Epstein reported by the Wall Street Journal directly corresponds to reimbursement for the 23andMe purchase charged to Epstein's credit card.
Political and Diplomatic Facilitation
Epstein frequently acted as an intermediary for Bin Sulayem's interactions with political figures and international organizations. In January 2019, Epstein connected Bin Sulayem with Terje Rod-Larsen, writing simply: "so you guys can meet in davos", referring to the World Economic Forum in Davos.
In November 2018, Epstein introduced Bin Sulayem to Miroslav Lajcak, President of the United Nations General Assembly, with the brief message: "Sultan miro miro sultan".
Africa business trip with Karim Wade: In November 2010, Bin Sulayem coordinated with Epstein and Karim Wade, son of Senegal's then-president, on African business opportunities. Bin Sulayem reported: "I spoke to karim and he is arranging a program to include Ghuinea ,South Africa ,Gabon Ghana ,Senegal ,Mali and Mozambique". In April 2011, Epstein proposed to Bin Sulayem and Wade: "can we plan a trip, to africa early may .. senegal , gabon, mali, benin.. marrakash. -paris".
In May 2011, Wade sent a detailed Africa tour itinerary directly from his government email address ([email protected]) to both Bin Sulayem and Epstein's staff. The itinerary specified:
- SENEGAL 16-18 May 2011: "meeting and lunch with the President. Visit of the port, highway and near airport and site of the Business city"

Barak replied: "I hope you enjoy the treatments and that your daughter will recuperate. 1, Rothschild is a great place to live in while you're here." The three-month stay (July 3 to October 3, 2018) was for medical treatment of Bin Sulayem's daughter Shaikha, who has autism. An August 2016 email thread with Deepak Chopra reveals detailed medical history: Shaikha was "born with normal milestones" but developed issues around age 2.5-3, was enrolled at the "UCLA therapy center in July 2008", and by 2016 (age 11) had experienced eosinophilia esophagitis, hookworm infection, and PANDAS. Chopra replied: "I read through it I will see you at 8 am Also Dr Sheila Patel my colleague will see her after We have some ideas", showing Epstein had separately connected Bin Sulayem with Chopra for the same daughter's medical care.
Barak had helped facilitate visa arrangements for Bin Sulayem's extended stay in Israel, and Bin Sulayem explicitly requested to discuss "mutual beneficial businesses" during the visit.
Steve Bannon and U.S. political access: The archive documents extensive coordination between Bin Sulayem, Epstein, and Steve Bannon in 2018. In May 2018, Bin Sulayem invited Bannon to Dubai: "arrange picking you up from AbuDhabi by Heli we will do a sky tour of dubai and we will have a meeting. I will update you on my meetings in Washington and seek your advice on how we can move forward." Epstein wrote to Bannon about Bin Sulayem: "excellency, better than the 'hig' you will have fun, and meet a person that thinks of things at a scale that for me is unimaginable." Bannon replied: "Epic".
Bannon later cancelled: "the project I'm currently working on in Abu Dhabi is going to require my continual presence over the next several days." Bin Sulayem complained to Epstein: "Strange answer from bannon I agreed with him to come I arranged a Heli but now he says he is too busy to meet." In October 2018, Epstein described Bin Sulayem to Bannon as "sultan GREAT GREAT FRIEND dubai, jabor doha". In June 2018, Bin Sulayem forwarded Epstein an article about "Steve Bannon's clever idea to save the GOP from brutal midterms".
Joi Ito and MIT Media Lab connections: In November/December 2016, Bin Sulayem's schedule showed he planned to meet "joi Itoh" in Montreal/Boston on December 2-3, immediately before visiting Epstein's island and then flying to Peru to meet prime ministers. This reveals active in-person meetings between Bin Sulayem and Ito were woven into the same international trips as island visits, facilitated by Epstein's coordination.
